Price a Savage or a "handi-rifle" by "H&R" or "New England Firearms"
Look for a used Savage. I understand wanting a new gun...but for us budgeted people I don't understand not going that route. Any decent firearm will last several lifetimes when cared for.

Wait for a good deal on a used gun. Deals always come along when you wait. I got a .300 Win Mag Sako Finnbear that had been fired 20 times and a Remington 700 ADL deluxe 7mm mag in nearly as good condition two years ago for $450.......................

The 700 SPS sells for 399 where I live. 24 inch barrel and very accurate. In the 223 caliber, the NEF for about 225 will hold its own against anything under 800 bucks. The Stevens rifles have gotten very good reviews. I have not owned one but have had many Savage rifles including the 223 and 22-250.
