Is this a BUCK or NOT?

To me it sounds like a buck because most of the time during this time of year, a buck will actually pee on his tarsals and rub them together, not leaving a lot of pee to be seen on the ground, thats what makes them stink.

It's funny you mention this. On Sunday I was stalking a good buck in the snow. I know because he was leaving fresh rubs along the way but I came to a spot where he had urinated and the color is just what you've described. I was a bit puzzled by it but he was definately a buck , so good chances what you were following was also a buck.
