Default Setting up a target

I apologize if this is the wrong forum but I couldn't find a better fit. A couple quick questions. I'm trying to set up an archery range for the local boy scouts and one that I can use. What is the best way to anchor hay bails? What do I need to worry about as far as liability? How do I set up a bowhunter chapter? I live in the middle of a trailer court so I can't shoot out my back yard. I'm hoping to set something up with the boy's and girl's club on some property outside of town. Any pointers or websites I can vistit I'd appreciate it.

I set up the archery range for our local scout camp a few years ago. Contact the BSA Council office in your district. They have a outline for what you need to do in order to make and run your range safe. As for your bails, I just stacked then 2 deep and 3 high at 15 ft for Cubs, makes it easier for them to hit it. I also covered my targets completely with ballons so they got a extra bonus when they hit it. Takes the pressure off of trying to get a bulls eye. The regs will tell you how far you need to set up for Scouts to get their Merit badges...Was the best time of my life...Have fun
