Liberal deer units..

In the area of TN I hunt the past three years or so they have allowed 3 deer a day, only one of which can be a buck, with a 3 buck a year limit(All Season). Granted noone is going to kill the 100 something does in a year, but it pretty much allows you to shoot as many deer as you want. I think this is good for the units buck to doe ratios, as more doesare being harvested.. but I am curious as to the reason why a state would come up with such a liberal idea. Car insurance lobbyists maybe? Just curious if any other states are doing this, and maybe get some feedback on what you all think of this
