Default Deer with tumors?

I've seen pics on here before of deer with growths and tumors. Well today, I saw a huge doe with a full grown fawn. Then I noticed it looked like a duffle bag of skin swaying underneath when she walked. There's no way that was her milk sack. So I'm thinking tumor, growth or maybe even one of the fawns died within her. Anyone ever encounter anything like this? It was the first time I saw her. If there is something wrong with her (I'm tagged out), I would like to talk to the DNR to see if I could take her and hand her over to them to check her out.
