I'd say it depends on how you're going to hunt. If you are using an outfitter or have access to a lease Illinois has some incredible bucks. However, if you are going to be asking permission or hunting public land Ohio would be my choice.
Illinois' reputation has made getting property/permission much more difficult. Ohio has a little more of an "open door policy."

My choice is Ohio based on the fact that there will be 6 or 7 of us hunting and we can pick up non-res tags over the counter. Plus and this is a big bonus after the last hunt we went on Ohio is much Closer
