Non-Resident Landowner Rights!
I am a Nebraska resident and own land in Kansas and Iowa.
In Kansas I can get a "Hunt-Own-Land" permit for around $80 and I get to shoot one buck per year and can hunt any season till I kill a buck. In Kansas you've got to own a minimum of 80 acres. In Iowa I have no rights being a landowner. Because of the drawing system, I have to choose bow, shotgun or muzzleloader and in the last 5 years I've got a liscece to shoot a buck about every other year. I just paid for a bow permit last week and it was over $425. Does anyone know what would be the steps a landowner could try to get something passed in Iowa like what they have in Kansas. I think Kansas's laws are fair and reasonable and I think landowners should have at least a few rights. Does anyone know when Kansas got the non-resident landowner laws they have today and what they were previously? Thanks Everyone and Any Ideas Would be Welcomed![/align] [/align] |

Join and become active with local hunting advocacy groups like a local SCI chapter and push your issue with them to pressure their legislators. As a non-resident you don't have a lot of political push but you should make your voice heard with the representatives for that area since I assume you are a tax payer on that land even if you don't have voting rights as a non-resident. Hey, wasn't there some Revolutionary War slogan about "No taxation without representation" or something like that? Hmmm...:eek:
Also check with the local DNR or DEC or whatever the management agency is to see how hunting regulations get enacted. Here in AK there is a cycle for Board of Game proposal considerations. Anyone can submit a proposal, a regional advisory panel reviews the proposals and makes recommendations to the Board for ones in their area, then the State Board of Game has to consider and render a decision on each one at their annual meeting covering that topic. It's amazing what one person can do if you take the time and make the effort to research the issue and present a good, defensible arguement for it. |

I guess you knew what Iowa's laws were before you purchased land. Now you want to change it?

That really does suck, but unfortuantely thats the way Iowa is. Too bad you cant legally claim residency in multiple states...[8D]

Thats the way Iowa is I guess. We had a semi related problem a couple of months ago. We have land in one school district, but live in another (all our land is less than 2 miles from our house) Well the school wanted to expand and decided to tax the heck out of the land owners. We had around 500 acres of land in their school district, but our house wasn't in their school district so we could not vote. Thank god it didn't pass, but it still doesn't seem right to me. Another thing I did not understand was the DNR said they were doing everything to try to cut down on the number of deer in Iowa, but that same year they raised the price of non resident tags.

I think that tax paying out of state land owners should be allowed resident license fees. We pay as much if not more on taxes then a resident. Why do we get penilized because we don't live there year round.

You most fruitful bet would be to sell and buy land elsewhere - honestly. Or move to Iowa. It sucks but that's the way it goes. Minnesota has had some dicey relations with neighboring states like North Dakota that recently changed the laws to severely reduce the amount of time nonresidents can hunt for ducks, etc. Minnesota has threatened to reciprocate but hasn't yet. I won't go into detail on the ND law but it's something along the lines of "nonresidents can hunt for duckson a selected Tueday in October if its sunny and our legislature feels like it but only on private potholes where the landowners won't let you hunt and it will cost $500 per duck." :DJK.
Anywhoo, you can do what you want to try and change Iowa's laws but being a nonresident and without a lot of support from the federal government, its probably best to invest in land elsewhere - which is what Iowa probably wants you to do. |
