Well, it can change the spine of your arrow. A long stick flexes more than a short stick. So, if you have a really long arrow who's spine is too weak, if you can cut it down you will stiffen it up a bit. But other than that, it doesn't affect it.
An arrow who's spine is too weak flexes too much upon release, and will never stop gyrating before it hits the target. That's why you get sporadic arrow flight and poor grouping. But an arrow can't be too stiff, either. It must flex some when you release it.
