fsh - I know the Charles County Sheriffs Dept has their acadamy in Doncaster State Forest. If the picture taken is nearby, it could be a couple of cadets snipe hunting.

Just an observations, but I think these guys are cops. Dress shirts and trousers aren’t what I would wear to go scouting and the overlap of the gut over the belt signifies a regular customer at the local donut shop.

End of Story: finally! Turns out these guys were two developers from Florida that purchased10 acres of nearby, land-locked land - they came by and introduced themselves; no chance of ever getting a right-of-way, according to my friend... who needs another developmentnear their hunting area??
