pivoting limb pockets?

Default pivoting limb pockets?

could someone please explain this to me, and is it really that much better?

I'm not certain but This is what I believe, please someone correct me if im wrong. Bows are usually most efficient when cranked to their max draw weight. I think pivoting limb pockets compensate for play introduced when backing the draw weight down from the maximum, eliminating the inefficiency introduced by backing down the weight.
