PSE makes a fast flight bow but Iam not sure if this is the same one. You need to give the bow poundage and arrow length for the proper arrow size. Easton has a arrow chart at Javascript Easton Chart www.edersbow.com/catalog/easton_chart.htm. 4" fletchings seem to be prefered over 3" for hunting. Usually the smaller fletchings are used for lighter arrows for tournaments and 3D shoots. As far as the silencers. If the bow seems to be quiet enough with the spider legs than that should be fine. I just always used cat whiskers which work fine for me, but a lot of people like the sims vibration silencers for their bows.

I don't know any new bows with that name. I'm going to assume the bow is used, so I do know that XI Archery made a Legend XRG. In that case it has to be at least ten years old. For fletching I would use 4" for hunting situations and set them on a helical or straight offset to spin the arrow and add stability in flight. I've tried out different string silencers this year to see what the effects are. Cat whiskers, Simms string leeches, Alpine string things, and True Ball spiders. For the cost difference, longevity, and effectiveness the cheap old Cat whiskers are about as good as it gets. I try a lot of different things just so I know what's going on. Then I don't have to ask some of these questions, but can answer some.
