Can an inline be unloaded by taking the plug out and pushing through or should it be shot like the regular stayle blackpowders?

Just shoot it. Black powder and its substitutes are pressure sensative and unscrewing the breech plug could fire the rifle. If you were loading pellets they won't be pellets any more any how after you seated the bullet tight against them.
