I have to disagree with a portion of that statement.
Hogdgon's site shows that 100 grns of T7 gives a velocity of 1883 fps with 2F and 1927 fps with 3F using a 240 grn bullet, and 1746 fps with 2F and 1819 fps with 3F using a 300 grn bullet. With Pyrodex it shows a velocity of 1719 with 100 grns of RS and 1775 with P with a 240 grn bullet and 1593 with RS and 1667 with P with a 300 grn bullet.
Hornady loads the 454 Casull to 1900 fps with the 240 grn bullet, and 1650 fps with the 300 grn bullet.
A 45 Colt will fire a 250 grn bullet no faster than 1000 fps unless you consider something for Ruger only use.
A 250 grn XTP fired at 1900 fps won't drop down to 1000 fps until it has traveled ~250 yds.
A fellow on another forum shot a deer with a 250 grn XTP (45 Colt bullet) and it blew up on it's shoulder not penetrating much at all.
