Is there an indent on the primer? Are you making sure the action is closing all the way and seating the cartridge? If it doesn't close all the way the rifle won't fire. Sounds like you really need to take this thing apart and give it a real cleaning. That cleaning the action down with spray cleaner and wiping "the best you can" is a recipe for disaster. Get the owner's manual, take the thing apart and put every part in to hot soap and water and brush, then let it dry and then give it an extremely light oiling and put it back together. Maybe drop it off at a shop and have them do it if you aren't comfortable with it, but understand that you'll never know whats wrong until you clean it and eliminate that as a potential cause of the problem.
