Default Should I buy a muzzleloader????

I live in Indiana, so rifles are illegal to hunt deer with, you have to use a shotgun or a muzzleloader.... so I have been thinking of which one to get, but I also plan on hunting in tennesse and other places where I can also use a rifle. I heard that Muzzleloaders can be changed to other rifles like a .308 ect... if so then I would think buying a muzzleloader would be perfect, and after I saw my cousin hit that 250 yard shot with his T/C(which I doubt I would even try with a shotgun(could it even do that??) that a muzzie might be right for me... But who makes a good muzzie for a nice price/ I know I can go out and get a mossberg or remington for around $600 if that... what about a muzzleloader? can I make it a rifle also? or how does that work???

Thanks
