Default Is an apple-flavored salt lick considered "baiting"

Here's a quick question: All the stores carry deer feed, salt licks, corn treats, and all sorts of stuff for deer.

I was curious about buying a small apple-flavored salt lick and carefully placing it near the trail of my nice, special, "secret spot" in a public state forest. But then again, I was concerned if putting out some deer attractant is considered illegal and viewed as "baiting". What is the general rule?
