From your question, I deduce that you are NOT talking about an FFL, but a PA gun dealer's license?? If so, I find the state gov't of PA is able to do almost anything one is interested in via the state's many web sites, including get a driver's license, renew your vehicle registration, file all tax returns, buy a hunting license, etc. Do a google search on the subject - bound to be a site for this!!

But I'm sure you realize that both state and federal licenses are required to be a firearms dealer in most states. I don't know if this is true in PA, but it is sure the case in NY!!
