Default .32 caliber T/C accuracy problems

I have a T/C .32 and am having problems getting it to shoot consistently. My brother has the same rifle and is also having problems. The sights on the two rifles are of different styles but the problems are the same. You can put two rounds almost in the same hole (30 yds. from a bench) then the next three will be all over the paper. Using Bore Butter, swab frequently, patch is of correct size and using Goex FFFg . We have tried various loads between 30 and 40 gr. with no significant difference in result also have tried both round balls and Buffalo bullet, mini balls. My brother has been a Gun Smith for 25 years and shoots a number of other BP rifles including flints without this problem, I also have a number of BP rifles and no problems. Has anybody had similar experiences with T?C rifles of .32 caliber and accuracy problems?
