If the outfitter is already booking out 1-2 years why worry about extra publicity?

Because this is public land and anyone who wants to hunt it can. There is no way for that outfitter to stop you.
Wolfkiller, I meant it the other way, if the outfitter is booked up for a year to two all the time, he doesn't want or need the publicity, the public land is just that much more of a reason to NOT want it.
