Newbie the FailSafe (Black Talons if you are old enough!!!) is actually several bullets in one. The "core" is lead like you mentioned, but not truly a lead core in the same design as say a Nosler Partition. The steel "cap" is there simply to prevent the bullet from expanding into the lead "core". But make no mistake about it, it is'nt simply a "copper jacketed bullet". Entirely 2/3s of the bullet is SOLID copper, not a jacket or gilded metal. The nose, body, sides and trailing edges is formed from one solid piece of copper. The hole in the middle performs the exact same function as that of the hole in the Xbullet and likewise since it is surrounded by a solid piece of copper, the FailSafe performs just like an Xbullet.

By "150 Federal Premiums" I assume you mean the boat-tail bullet which is Sierra's 150 GameKing boat-tail. They are great bullets when fired at 308-30/06 velocities. I grew up poking MS,TN & MO whitetails full of holes with 165 GameKings (Fed Prems) with my ole '06. For what they are they performed great and typically were VERY accurate. I would rate them HIGHLY over the "come over on the Mayflower" Core-Lokts.
Now I just cant wait for someone to bring up the fact that the GameKing aint not spring chicken itself
