Luke as smokelessmz sells 209 bolt heads for the Savage short action. It also fits the Stevens 200 IIRC. Swapping the bolt heads is pretty simple too. They cost about $85

If you already have a Savage SA 4.40 action spacing/large shank you can build a pretty nice SML at a reasonable. It will compete with almost anything else you can buy.

You could always get fancy and buy a Savage Target action for under $600 if you wanted to be more unique and start off with a single shot action. The Rem700 single shot SS action is even cheaper when available. Last one i saw cost about $450 at Northland.
