How rare is snow in that area? I mean, do you get a few snowy days a year, or is that snow a once every ten years type deal?

A snow like that happens every 2 or 3 years in that area. Doesn't stick around though. By tomorrow it will be gone. In the panhandle around Amarillo they get some serious snow. One of the worst blizzards I ever drove through was at Amarillo.
