That's because it is now illegal for outfitters to charge for vouchers. Outfitters abused the voucher system so bad they had to pass a regulation that vouchers now must come directly from the landowner to the hunter and a 3rd party (such as you) cannot benefit financially from the voucher. Outfitters had been getting vouchers from landowners and then selling the vouchers for 4 digit sums to the hunters. Y'all got greedy.
