Compared to a conical, yes a PRB is poor ballistically speaking in most calibers. 54cal and above they do pretty good at closer ranges. You can use a conical in pretty much every state that wont allow sabots.

What was the insult? Did i lie or misrepresent something?

What "way" am i trying to achieve?
