Wonder how P&Y and B&C would handel that? It would be a violation of their rules, wouldn' t it?????
Not as long as the fence is just keeping them off the highway. If they can still roam free and are not contained, it would be okay. The fence would be just to keep them off the highway, until some drunk driver plows thru it and opens up a gaping hole. In which case ALL the deer in the area will funnel thru that one hole.
