First thing Ohio would need to do is get Pennsylvania to agree to extradite Phil. It seems to me this isn't so very likely since the alleged crime did not occur in Ohio.
Further, if Phil has committed a crime, then so also has every employee of NOAA.
It seems to me the interpretation of Phil' forecast is erroneous. When Phil doesn't see his shadow folk take that to mean there will be less than 6 more weeks of winter. However, here in the North, we have always breathed a sigh of relief, when Phil actually saw his shadow, because this meant there would
only be 6 more weeks of winter. We always hope/hoped Phil see his shadow; because then winter would
only last 6 more week.
