Make sure that the cow tags are considered "additional" tags (B list tag). They removed that status from many areas this year. The only way you can have two elk tags is if the cow tag is considered additional (B list).
To add to what TXhunter58 is telling you, the OTC tag is an "A" list tag. So if you hunt with an OTC tag for 2nd rifle, you need to have a "left over" tag for 1st rifle. You can still put in for your point in the draw. If you want, PM your email address and I can email you the left over list that was published last year before they started editing it after sales. You can see what was left over last year for the unit/season you are wanting.
