Halcon, they dont keep everyone honest.I think there should be a tag system implemented to help in doing just that"keeping everyone honest".Without a tag system I have a hard time beleiving how they establish a bag limit.I've hunted certain ranches around here for years and have never ran into a biologist monitoring the progress of the wild turkey poulation.The turkey population is thriving here in Calif,but with the stoppage of our trap and transfer program by the do-gooders a continued maintaining of management needs to remain strong.And I feel a tag system would greatly aid in this regard.It certainly wont tell DNR about every turkey thats harvested but would give them an idea on how many turkey hunters we have in spring and fall.
