Don't mean to be answering for white-tail-deer but I was just looking at the official website so I will answer.
Yes, it does come with the rope pre-packed. Also comes with an instructional DVD. Look at the first bullet in the following link:

In the link I gave a few posts above, there is a short movie clip on how to repack the rope after practicing.
