At 25 yards they should be hitting the point of aim - you do not want them high there either. If you can not get them down at 25 really no use going to 50...
When you are sighting how are you shooting? I am assuming off a bench with front and rear gun rests? Then one other thing where are you placing the the front rest? The further you go forward the more chance you have of moving you point of impact.
Another thing to check... when you lock your break action up - is it tight - barrel does not wiggle at all - no movement up or down nor left or right...
