Talked with a dnr officer and was told

Game in quarters with bone still in is ok if it is in a large container or a game bag that will not be able to leak any fluids out if it starts to thaw. No spinal cord what so ever including neck roast.

Antlers with skull cap clean of any brain matter and most meat off, is good. I would wrap a piece of thick poly tarp around the base of antlers and skull cap and tape with duct tape.

To transport a cape put it in a large container and duct tape shut, around the seal area tight
