If the stands are up on public land here in Ohio

They are breaking the law

I would hunt them

Get GPS numbers and give them to the Game warden
Keep track of when you talked to him and what he told you
If the local Warden will not do anything

Call and tell or Email the numbers to the ODNR
Tell them the local Warden was told and what he said

We had a poaching problem and the local warden would not look into it
We contacted Columbus with all the info we gave the local GW
The next day ( sunday ) we were contacted by a Distric Warden and the local one retired a month later

So don't just give up
