As to the orginal question posed by Frank.... I think it's an idea that in theory would work, but in reality it won't help at all.
I guess they are trying to adjust they eays way you can get a huntinglicence in France. Every course over 80% of the people taking the tests are from Belgium. Should I fail to pass in my own country, I'm over the border first thing next year.
I still think it will help, having your personal number on the arrows.
Not to prevent accidents but to make a mental note to the shooter that he's responsible for his actions....
