This mentality is the same mentality requiring all of the history checks before purchasing a firearm. It keeps the honest folks honest, but for those that intend to commit a crime, they are not going to go thru the normal channels and wait for an approval from the store. They will find a way around the system.
France is the second largest country in the world where bowhunting is legal. They actually try to have as much hunters as possible and support this way of life.
They have things like accompanied hunting, where you take any kid ( prefferably your own ) hunting from the age of 16 without a permit. This makes it easier for the young one to obtain his licence afterwards as well.
