That Nikon is a bit better still, and comes with a free camo jacket. It's the same scope as their discontinued Monarch UCC, just with a different name. It's a really nice scope for the money.

After that, the Elite 4200 is the next best buy. It's probably jut a tad better than the Monarch, and only $50 or so more. Plus, it comes with Rainguard, a coating that really helps in damp conditions- kind of like Rainex. By the way, don't ever put Rainex on a scope.
