pine tree's?

i have seen this in pine tree's 12-15 feet off the ground...w/o the shredding...i would say its a rub just because of the shreded pulp of the tree.
i used to thin the ones w/o the shreding were rubs, till i saw them 12 foot high and higher.any ideas what it could be?
