You need to call fish and game in WY as their seems to be suplus speed goat tags on a yearly basis...atleast in the area we chased elk in last year. They do go fast though so get on the horn asap. Not sure if you can even purchase one over the phone, you might however be able to have your buddy pick one up for ya.
