I think the problenm would be like this. Lets say like one county has huge population of hunters and they went in and all bought tags for the same WMUs. Everyone would be hunting I am sure in or very close to that county and the deer herd numbers would decline in that county as the other counties in that WMU deer population would increase. This way you get a better balance of license sold to spread out if everyone sends them in at the same time from different counties in the WMUs. Just a guess on the reason why.
