That's a good question Jeff..... I know that here in Illinois you can only shoot two bucks a year and that's by all means combined. If I kill a buck with my gun I can only kill one more with my bow. Does are only one per gun tag, but you can fill two gun tags as well as a land owner tag (should you own more than 40 acre) making it three with a gunif you choose to pay for the extra antler less tag. With a bow you can kill as many does as you want providing you purchase the archery tag. (available over the counter)

While I sympathize with the PA situation and I do understand they are about to capacity with hunters, that's a stark contrast to the overall number of hunters which is declining. We need to get more folks, young and old into hunting if we want our generations to come to be able to enjoy this great sport. Complaining about and ostracizing crossbow hunters will not help.
