What you arent taking into account is the fact those states have a fraction the paying hunters Pa has.

"Those states obviously trust their Legislature to keep hunting and wildlife management out of the hands of the anti-hunters and other extremists."

Those states have paid professionals that are accountable for their actions. Not handpicked stacked volunteers who dont know their anus from a hole in the ground, and a non-answeringindependent agency. Combining that with alternate fundingis NOT what other states have and would be a nightmare.
