Simply can not-- CAN NOT claim the herd hasnt been reduced anymore in one wmu in the 3 years prior to this one, when the allocations rose from 45k, all the way up to SIXTY-K! The havest of 16500 with 45k tags originally was stated by pgc in 2004 report as having reduced the herd approx. 7%... Then had a harvest goal of 18k and 55 to 60000 tags every year since! With supposed goal of STABILIZATION!(LOL)
