Default Remington 7400 in 30-06 SPRG.

I have a remington 7400 chambered in 30-06 SPRG. I have owned this gun for many years but haven't shot it much because I couldn't achive the accuracyI desired (1.5" at 100 yards ) I have shot 125, 150,165 and 180 grain bullets from numerous manufacturers. The best groupI got was about 3" at 100 yards with Winchester 180 grain powerpoint ammo. I am on my second scope, have checked the bases and rings numerous times and have even added a QUE industries muzzle break that acts like the Browning BOSS system. I still can't get the gun to group any better than the 3" I had. What have I missed? Is there anything else I could try?

The reasonI am trying to get it to shoot better is so I can give it to my Father to use to hunt deer. He is shooting a 7mm rem. Mag. and the recoil is getting to be a bit much for him. Thank you in advance for your advice.
