is it new? i hunt on some public corps of eng. land here in texas and find some old stands that are in really bad shape. it may be nothing to worry about. if not, i wouldn't mess with it. if someone is hunting from it, they could just as easily be hunting from a non perm. one or even a grould blind. just hunt far enough away as you would anyone else you came across. you might gps the location and turn it in after your done hunting. I'd use it to your advantage. assume you are a better hunter then whoever will be init and place your stand where the deer will travel to get around him (you could add some of your own smelly something near or on the stand just to make sure)
