This year they had some left over tags that could be purchased. I do not know if they have some still available or not. If you are on private land, it is not quite so hard. Ranchers get tags that they can sell or give to you then, you get your license and activate the tag. I am on the western side so, I would probably not be too much help to you other than what I have written.
