I read the article on one getting caught up in horse bridles/lead lines on his rack in the PA Game News. They had photos of it walking right into a Construction site, and right up to the workers (who were seeking refuge on top of their skid steer). I couldn't say if this is how ALL of the Elk behave in PA, or where they hunt them for that matter, but this bull was certainly not phased by people.
