Why does this bother you so? YOU (being the sole landowner) are the supreme arbiter of what occurs on your land....NO MATTER WHO is making the rules for what can and can't be taken off your land. It's like not owning the groceries.....but owning the grocery store. If you don't open the doors.....people can't shop.

If you're worried about the adjacent landowners allowing people to take deer from their lands (based on the state's rules).....then take your own advice and either buy more land......or make what you have more attractive (to the point where 'their' laws DO NOT AFFECT YOU ONE BIT).

Sounds to me like you might need to remodel and add on to the store......OR quit bitching about the guys shopping on ailse 5 affecting your groceries on aisle 9.
