If there are enough tags for a second round, then the NR can get an additional tag when the resident maybe can't.
Well in that case I agree that the resident should benefit from any surplus first, and if there are enough, then the non-residents. It would seem fair because the NR already got a tag. It's not like they were excluded. I don't know what their reasoning is on that aspect of it, except to clear out the tags quickly, maybe? Making it more competitive means they go out the door faster I guess.
