DougE does make a very valid point as have many others here.

I'd be all for NR's getting a preference in obtaining their first tag before anyone gets a second tag. Maybe I havent made myself clear here.

I'll use 2A because it generally sells out eventually but typically has tags available for the second round

Suppose two buddies a non resident and a residentsend for and gets their first tags for area 2A next week. Of course resident already gothis chance first and where numbers are limited as they are in PA, it seems fair to service residents first

Now we spin up to August 25. That samepair sends in fortheir second tags for 2A. (remember second round is open to all) Now lets assume the NR's application hits the desk first and they issue his tag. Still no problem yet. Now lets say that later in the day his resident buddy's app gets there but lo and behold, the allocation has run out....

Now you have the scenario where two hunters walk into the woods side by side one a resident and one a non resident and the NR was able to get a tag that was denied to his resident buddy. Thats the only practice I question. To me, it just aint right for a NR to possibly be able to pre-empt a resident on a limited resource. It's just my opinion and I recognize that many whom I respect and generally agree with here dont feel the same way. So be it. This is just my $.02

I agree that everyone should get a crack at one tag before the second tags go on sale. The time frames the PGc uses allow for that.

I dont have a great answer for how but I agree it would be greatto giveNR landowners some preference here. Some states have a structure for that. Maybe we should too.

I also wouldn't mind giving preference to NR's born here who simply are coming home to hunt with family but can only imagine the administrative challenges putting in a rule like that
