At first blush, the topic made me mad. But DougE made a good point. We already show a preference to residents. There are valid reasons for giving non-residents a chance at tags too. There are multitudes of people whose lives cross state lines, their "home range" if you will.
I know that as far as the GC is concerned, the world is flat, and it ends at the state line. People don't live that way though, so provisions must be made.
