living in PA and hunting NY & PA for all my hunting years I could have my bow in the back and go hunting, no worries. When I moved to Wisconsin for a job that covered IL/WI/MN, I learned it was a whole new ballgame of rules then. I shook my head but I didn't need the extra grief or a ticket since hunting was my job and everything I had in my vehicle was archery related or gun related.
